No approval guarantee

Approval of an RPSL application is at the sole discretion of DG Shipping, DSEO and authorized reviewing authorities. RPSL Desk India does not guarantee approval, timeline, inspection result, reinspection result or final outcome.

No improper influence

Our work is limited to documentation, readiness, coordination support and lawful application assistance. We do not offer, promise or arrange improper influence over any government officer, recognized organization, inspector, board member or decision-making authority.

Scope of service

Services may include eligibility review, RPSL document preparation support, Form III, Form V, Form VI and Form VII support, manning agreement review, CBA and sample SEA alignment review, vessel-document review, bank guarantee guidance, office-space readiness, query-response drafting, inspection-readiness support, MLC Board PPT guidance, application tracking and coordination support.

The applicant remains responsible for accuracy of information, authenticity of documents, official filings, statutory compliance and final representations made to any authority unless a separate written authorization and scope is agreed.

Client responsibilities

• Provide accurate company, director, signatory, financial and statutory records
• Provide authentic shipowner, vessel, CBA, SEA, P&I, MLC and related documents
• Maintain the required office infrastructure, technical personnel and bank guarantee
• Respond promptly to document requests and authority queries
• Disclose any criminal, civil, regulatory or compliance issue relevant to the application
• Avoid submitting altered, misleading, incomplete or forged documents

Timelines

Any timeline discussed is an estimate based on document readiness, response time, inspection availability, RO/DSEO/DG Shipping review, reinspection, MLC Board scheduling and authority queries. A practical planning window may be 90-180 days after complete documentation, but actual timelines can be shorter or longer.

Fees and refunds

Consultancy fees are charged for professional time, document work, review, coordination and advisory support. Fees are non-refundable once work has commenced, documents have been reviewed, drafts have been prepared or an application has been filed.

Government fees, inspection fees, bank guarantee charges, certification fees, travel, accommodation, courier, stamp duty, legal review and third-party charges are separate from consultancy fees and are non-refundable according to the relevant authority or vendor terms.

Authority queries and rework

RO, DSEO, DG Shipping or other reviewing authorities may raise queries, request revised documents, seek clarifications or require reinspection. Reasonable query support is included according to the selected package. Major changes caused by incorrect client information, change of vessel, change of shipowner, change of office, change of directors or revised business model may require additional scope and fees.

Confidentiality

Documents shared for review are treated as confidential business material. We may share documents internally with authorized reviewers or external professionals only where required for the engagement, such as maritime technical review, legal review, certification review or compliance review.
