Documents required for RPSL license
A useful RPSL checklist is not just a list. It must explain how the documents connect.
Company and statutory records
The first layer proves the applicant identity, ownership, directors, signatories and permitted business activity.
- Certificate of incorporation or firm registration
- MOA/AOA or partnership/proprietorship records
- PAN, TAN, GST and registered-office evidence
- Director, partner or proprietor identity records
- Board resolution, authorization and signatory documents
Maritime and employment documents
This layer connects the applicant to the proposed seafarer recruitment activity, employer relationship and vessel-side evidence.
- Manning agreement or employer agreement
- CBA reference where applicable
- Sample SEA aligned to the agreement and CBA
- P&I, MLC and vessel documents
- Form VII and list of ships under application
Operating policies and inspection file
The inspection file should show that the applicant can operate the recruitment service responsibly after approval.
- No-fee recruitment policy
- Complaint and grievance procedure
- Seafarer data protection controls
- Repatriation, abandonment and claim-handling process
- Recruitment records, advertisement controls and interview records
