Why alignment matters
A manning agreement may look complete on its own, but the RPSL file is reviewed as a combined set. If compensation, governing CBA, shipowner identity, vessel details or employment terms differ between documents, queries can follow.

When vessel change happens
If the proposed vessel or shipowner changes during the process, the file should be updated cleanly. Revised Form VII, manning agreement, sample SEA and vessel documents may all need review together.

Can I use any sample SEA?
A generic sample SEA can create problems if it does not match the CBA, agreement, vessel or applicant arrangement.
